The Monitoring and Evaluation Manager position at Paediatric-Adolescent Treatment Africa (PATA) offers an exciting opportunity to contribute to the delivery of quality prevention, treatment, and care services to children, adolescents, and youth affected by HIV in Africa. As a key member of Team PATA, you will coordinate PATA’s Theory of Change and research, inform advocacy efforts, manage the organization’s M&E system, and contribute to strategy and program development. We are looking for someone with a strong background in M&E, data analysis, and research, along with experience in the health and development sector, particularly in HIV-focused projects.

Monitoring and Evaluation Manager

Paediatric-Adolescent – Treatment Africa (PATA),is a South African NGO and action network of frontline health providers who work in partnership with communities to deliver quality prevention, treatment and care services to children, adolescents and youth affected by HIV in Africa. PATA offers a powerful platform for regional collaboration through capacity building, peer-to-peer exchange and learning forums, supporting quality improvement to effect positive change in HIV paediatric and adolescent policy and practice.

1            JOB SUMMARY

The Monitoring and Evaluation Manager enhances PATA’s visibility and profile through excellent performance in:

  1. Coordinate PATA’s Theory of Change and Research

  4. Inform PATA’s Strategy and Programme Development
  1. KEY PERFORMANCE AREAS

Coordinate PATA Theory of Change and Research

  • Be the custodian of PATA’s Theory of Change, ensuring that all project M&E plans align with the Theory of Change, goals, and targets.
  • Working with PATA’s Technical Advisor, coordinate and initiate PATA’s research activities within a prioritised workplan, including the documentation of promising practices
  • Interrogate PATA programme reporting & databases, managing overall organisational learning including supporting the production of knowledge products to help locate emerging promising practices and inform PATA advocacy
  • Contribute to the documentation of promising practices and research, planning and overseeing the writing and submission of academic articles, conference and meeting presentations and policy briefs

  MEASURES:

  • A documented Theory of Change, accessible in required formats for advocacy, teaching and comms purposes, appropriately updated under version control
  • Annual research work plan and integrated view of plans for promising practices documentation
  • Peer and managerial input on contributions to promising practice research and documentation, strategy, and research metrics
  • Record of publication and contributions to communications over the year

 

Inform and Contribute to PATA Advocacy

  • Work continuously and collaboratively with PATA’s leadership in the formulation of a compelling value narrative and in linking it to emerging research and programme views as an advocacy platform
  • Coordinate the internal and external information sharing, knowledge management based on M&E findings
  • Provide technical support to Programme team, as well as to PATA’s field and consortium partners, especially to help in understanding the broad scope of practice issues and responses / solutions
  • Represent PATA at specialist meetings and events and in academic, foundational and peer bodies and facilitate workshops at PATA Summits and Local Forums

  • Record of Technical Support provided to teams and partners
  • Record of representation at meetings, workshops, forums, conferences, and the like

 

Manage and implement PATA M&E system

  • Ensure harmonised M&E systems, processes, and staff across the PATA network and programmes yield useful, required data for programme and organisational reporting, analysis, and research
  • Oversee the administration of PATA’s electronic data toolsets, continuously improving and automating them as needed, to enable network-distributed data collection, analysis, and quality assurance
  • Design and develop appropriate PATA standards, policies and processes for data collection, quality management and administration and ensure staff are trained in their understanding and toolset use
  • Make significant contributions to PATA programme design, monitoring, tracking and performance reporting by designing frameworks, analysing data, and interpreting insights and knowledge products

  • State of M&E systems, process, and capability within the PATA network
  • Efficiency and quality of data toolsets and research data content
  • Data management and policy frameworks and standards provided to the organisation

 

Inform PATA Strategy and Programme Development

  • Use the PATA Theory of Change to support Strategy and Programme Development
  • Act as critical interrogator of PATA’s strategy and of the executive team’s tactical decision-making from time to time, representing the evidence base and the risks and opportunities it highlights
  • Participate in conceptualising and designing high quality programmes, based on evidence from M&E findings and learnings, and design project-specific data and analytical frameworks for tracking
  • Maintain cross-programme and programme-specific views of performance, tracking objectives and outputs against PATA’s mission and theory of change and against original designs and intentions
  • Contribute to PATA proposal writing and identify programme opportunities by using data in evidence-based formulations to motivate for new programmes

  • Contribution to strategy and Strategic Management Team functioning, as direct feedback from the Managing Director
  • Contribution to programme design and direction as direct feedback from peers

 

  1. REQUIREMENTS

Education and Experience

  • Honours (required), Diploma or certificate in M&E and/or data management/statistics
  • Master’s degree (desired) in social science, public health, or development
  • Knowledge of trends and issues in monitoring and evaluation (required) from remote settings ideal (desired)
  • Knowledge of paediatric-adolescent HIV prevention, treatment, care, and related technical areas in sub-Saharan Africa (desired)
  • Minimum four years’ experience in M&E management experience in the health/development sector, preferably working within an HIV-focused project

Personal Characteristics and Competencies

  • Data analysis experience (conducting and analysing quantitative and qualitative data and managing data quality in context of research)
  • A proven record of first authored publications/conference abstracts/presentations is advantageous
  • Experience working with international funders in donor reporting and in designing and implementing M&E frameworks
  • Working knowledge of the Microsoft Office suite, and experience using databases and data analysis software; experience with Microsoft Access and/or SQL advantageous
  • Experience in managing a team
  • Willing and able to travel throughout sub-Saharan Africa
  • Must be in a possession of permanent residency and eligible to work in South Africa
  • Fluency in English (written and oral) required; French and Portuguese language proficiency desirable
